Recently, the provincial Department of Housing and Urban-Rural Development issued the "List of Experiences in the development of ultra-low energy buildings can be replicated and promoted (2023)", summarizing the experience and practice of our province in policy measures, standards, technical guidance and pilot demonstration, fully demonstrating the positive results achieved by the provincial Department of Housing and Urban-Rural Development in the pilot work of ultra-low energy buildings. Promote and improve the energy-saving level of new buildings in the province during the "14th Five-Year Plan" period.

In recent years, our province has continuously improved and refined various policies and measures to actively promote the development of ultra-low energy consumption buildings. The "Guangdong Green Building Regulations" and "Shenzhen Special Economic Zone Green Building Regulations" have been issued to provide a legal basis for promoting ultra-low energy consumption buildings; The Action Plan for Building Energy Efficiency in Guangdong Province (2023-2025) and other documents have been issued, and the target decomposition of the construction of 3 million square meters of ultra-low energy and near-zero energy buildings in 2025 has been carried out. Improve the green financial services and special financial support for ultra-low energy consumption buildings, further enhance the enthusiasm of enterprises, and accelerate the development pace of ultra-low energy and near-zero energy buildings. For example, Shenzhen clearly limits the amount of funding for a single ultra-low energy consumption or (near) zero carbon zero energy demonstration project to 5 million yuan.

At the same time, we also pay attention to building energy efficiency and green building related standards and specifications. The content of "Ultra-low energy consumption building" was added to the "Guangdong Provincial Public Building Energy Efficiency Design Standard", which stipulated the building design optimization and system energy efficiency optimization that should be paid attention to in the design of ultra-low energy consumption buildings, fully reflecting the building energy efficiency technology in Lingnan region. Support the construction of local technical systems according to local conditions, and guide the introduction of "Guangzhou Lingnan Characteristics of ultra-low Energy Building Design Guide" and "Shenzhen Ultra-low Energy Building Technical Guidelines".

Since the beginning of this year, the provincial Department of Housing and Urban-Rural Development has actively organized pilot projects such as ultra-low energy consumption buildings and the identification of typical cases, and promoted the large-scale development of ultra-low energy consumption and near-zero energy consumption buildings through demonstration. It is especially important to focus on improving the energy efficiency level of the whole chain system engineering of the building energy system, on this basis, adding about 10% of renewable energy according to local conditions can achieve ultra-low energy consumption buildings, or even near-zero energy buildings. These practices provide favorable conditions for the large-scale promotion and application of ultra-low or near-zero energy consumption buildings in the province.

In terms of technology leadership, our province has also summarized many good experiences and good practices. Multiple technology systems of "outdoor environmental regulation technology + passive energy-saving design + slow fan technology + active energy-saving technology + renewable energy application" have been established, which cooperate with each other in near-zero energy consumption buildings, significantly reducing building energy consumption, but also improving the indoor and outdoor environment comfort, and enhancing building sustainability.

To promote green energy conservation work, we need to continue to work for a long time. At present, the provincial Department of Housing and Urban-Rural Development is giving full play to the intellectual resources and technical support role of experts, carrying out pilot project publicity, replicable technology promotion, compiling the "near zero carbon building technical standards", promoting the development of ultra-low energy consumption buildings, (near) zero energy consumption buildings, zero carbon buildings, and constantly saving energy for the development of green buildings. To provide important support for the sustainable and high-quality development of cities in our province.
