In order to thoroughly implement the major strategic decisions of the Party Central Committee and The State Council on carbon peaking and carbon neutrality and the overall requirements for carbon peaking in this city, effectively and orderly do a good job of carbon peaking in urban and rural construction, and promote the application of renewable energy in new buildings, According to "Guangdong Green Building Regulations", "Notice of the National Development and Reform Commission of the Ministry of Housing and Urban-Rural Development on Issuing the Implementation Plan of Carbon Peak in Urban and Rural Construction", "Guangdong Provincial Committee of the Communist Party of China" Guangdong Provincial People's Government on the complete, accurate and comprehensive implementation of the new development concept to promote carbon peak carbon neutral work ", "Guangdong Provincial People's Government on the issuance of Guangdong Provincial carbon peak implementation plan", "Zhongshan City People's Government on the issuance of Zhongshan City carbon peak implementation plan Notice" and other documents, now put forward the following implementation opinions.

1. Guiding ideology

 Strengthen the deployment of the standard and table "Implementation Opinions on Fully, Accurately and Comprehensively Implementing the New Development Concept to Promote Carbon Peaking Carbon Neutrality" and "Guangdong Province Carbon Peaking Implementation Plan", take the overall green and low-carbon transformation of urban and rural construction as a guide, strive to optimize the energy structure of buildings, vigorously promote the application of renewable energy in new buildings, and promote carbon peaking in urban and rural construction. Provide strong support for the city's carbon peak work.

Ii. Main objectives

New industrial buildings, civil buildings should be required to use one or more renewable energy. By 2025, the energy structure of buildings will continue to be optimized, and the renewable energy replacement rate of new buildings in cities and towns will reach 8%. By 2030, the renewable energy replacement rate of new buildings in cities and towns should reach more than 8%.

3. Basic requirements

New industrial and civil building projects make full use of building roofs, facades and other suitable site space to install solar photovoltaic systems (hereinafter referred to as "photovoltaic systems"). The photovoltaic system follows the principles of safety and reliability, coordination and aesthetics, and economic applicability, and is put into use with the construction project synchronous planning, synchronous design, synchronous construction, and synchronous acceptance, and its cost is included in the project cost according to the actual investment of the construction unit. Actively carry out the integrated design and construction of photovoltaic buildings, and encourage the use of photovoltaic roofing materials, photovoltaic glass curtain walls and other building materials.

Alternative renewable energy applications can be selected when:

(1) Schools, hotels, hospital inpatient buildings with centralized domestic hot water demand can choose solar thermal utilization system, solar photovoltaic/thermal (PV/T) system or air source heat pump system;

(2) If the project itself or its surroundings have other renewable energy sources in addition to solar energy and air sources, which have good application conditions and energy-saving benefits, other renewable energy application systems may be selected.

New industrial and civil buildings shall meet the application requirements of renewable energy according to the construction requirements. When urban style protected area buildings, super high-rise buildings, etc. cannot meet the requirements of photovoltaic installation area due to limited application conditions, the project construction unit can apply for special technical demonstration to the Municipal Housing and Urban-Rural Development Bureau, and the construction requirements can be appropriately reduced according to the application conditions.

Fourth, construction requirements

(1) New public buildings

When the new public buildings (state organ buildings, commercial buildings, schools, hospitals and other public buildings) have a single roof area of 500 square meters or more, in addition to the special purpose of the building roof planning and design, in accordance with the General Code for Building Energy Conservation and Renewable Energy Utilization (GB 55015-2021) article 5.2.1 should be installed roof photovoltaic system.

(2) New residential buildings

If the single roof area of a new residential building is more than 300 square meters, the roof photovoltaic system shall be installed in accordance with article 5.2.1 of the General Code for Building Energy Conservation and Renewable Energy Utilization (GB 55015-2021), and the area of the designed photovoltaic system shall not be less than 35% of the total area of the roof.

(3) New industrial buildings

New industrial buildings according to the project consumption of electricity, determine the design and application of photovoltaic system area. The roof of a new industrial building shall be installed in accordance with Article 5.2.1 of the General Code for Building Energy Efficiency and Renewable Energy Utilization (GB 55015-2021), and the area of the photovoltaic system shall not be less than 50% of the total area of the roof. Residential buildings and public buildings within the scope of industrial land shall be subject to the regulations on residential buildings and public buildings respectively.

The installation of photovoltaic systems in buildings with fire risk categories of Class A and Class B shall strictly implement fire protection regulations and technical standards such as "Code for Building Design Fire Protection" (GB 50016) and "General Code for Building Fire Protection" (GB 55037).

5. Management requirements

(1) Design review stage

The design unit shall, according to the requirements of the application and construction of renewable energy in the building, prepare the corresponding design paper and be responsible for the design quality. Construction drawing design document review institutions should review the building renewable energy application content in the construction drawing design document, and strictly implement the national renewable energy application technical standards for new buildings.

(2) Construction phase

The construction unit shall strictly organize the implementation in accordance with the relevant national and provincial technical standards and construction drawing design documents for the application of renewable energy in buildings. The supervision unit shall supervise the construction quality and safety of the renewable energy application construction of the building, and bear the supervision responsibility. Construction engineering safety and quality management departments should strengthen supervision and random inspection.

(3) Completion and acceptance stage

The construction unit shall, in accordance with the relevant national and provincial technical standards for the application of renewable energy in buildings, strictly organize the acceptance of the completion of the construction of renewable energy in buildings, construction according to the drawing, and acceptance of the drawing. The completion acceptance report shall include the measured indicators such as the comprehensive utilization of renewable energy, photovoltaic installation area, power generation efficiency, solar guarantee rate, collector efficiency, system cooling COP, and energy efficiency grade.

(4) Operation and maintenance management

Construction units (owners) should strictly abide by the city's relevant regulations on the construction management of distributed photovoltaic power generation projects, such as urban planning and construction management, and strengthen the operation and maintenance management of photovoltaic systems.

The photovoltaic system of the new residential building is invested by the construction unit as the supporting facilities and equipment of the residential building. The solar photovoltaic power of new residential buildings is limited to the electricity consumption of common parts and common facilities and equipment, and the surplus income belongs to the owner. The daily operation and maintenance management during the early property management period is entrusted by the property service provider to a third-party professional photovoltaic operation and maintenance institution; After the establishment of the owners' conference, it will be directly entrusted by the owners or entrusted by the property service person to a third-party professional photovoltaic operation and maintenance institution. The operation and maintenance management expenses shall be paid in the surplus income, and the insufficient part shall be shared by the owner in real terms.

6. Safeguard measures

(1) Strengthen organizational leadership and establish a closed management system

The Municipal Bureau of Housing and Urban-Rural Development is responsible for the overall coordination of the application of renewable energy in buildings, strengthening the supervision of the design, construction, supervision, quality supervision and operation management of renewable energy application projects in accordance with functions, and establishing a closed management system for the whole process of renewable energy application and construction in buildings.

(2) Strengthen supervision and promote centralized demonstration

The implementation of renewable energy applications in town and street buildings is included in the assessment and assessment of town and street energy conservation targets, and large-scale demonstrations of renewable energy applications are promoted in key areas such as Cuiheng New District, Qijiang New City, and ten industrial parks.

(3) Strengthening popularization and application to promote industrial development

Encourage all relevant units in this city to carry out research and development of building renewable energy application products, carry out a number of new technologies, new materials, new equipment, new technology application project research, through the integration of resources, open sharing, constantly improve the ability of independent innovation, enhance the ability of independent security, reduce construction costs, promote industrial development, and gradually form a whole industrial chain system of building renewable energy application.

(4) Extensive and in-depth publicity, organization of professional training

Actively exert the publicity and education of public opinion to the public, use a variety of forms and means, carry out all-round and multi-level optimization of building energy structure, promote the application of renewable energy in building policies and measures, typical cases and advanced experience of publicity and guidance, and enhance the public's awareness and acceptance of building renewable energy application related technologies and products. Strengthen the training of development, design, construction and supervision personnel, improve the technical and management level of practitioners, and create a good atmosphere to promote the application of renewable energy in buildings in this city.

These Opinions shall come into force on March 1, 2024. New industrial buildings and civil buildings with construction drawing documents submitted for review from March 1, 2024 shall be subject to this opinion.
