Henan Provincial Development and Reform Commission recently issued a 2024-2025 energy conservation work plan. The plan is clear that by 2025, the province's energy consumption per unit of GDP will be reduced by more than 14.5% compared with 2020.

The plan proposes to comprehensively improve the level of green and low-carbon buildings, promote green and low-carbon construction, actively promote ultra-low energy consumption buildings, and encourage all localities to explore the development of near-zero energy consumption buildings and zero-carbon buildings. We will resolutely curb the blind launch of projects with high energy consumption, high emission and low level of production.

Overall regional energy supply and demand, adhere to the "energy consumption factors follow the project", and give priority to ensuring the energy use of low-carbon and efficient industrial projects. We will coordinate industrial chain and supply chain security, energy supply assurance, energy efficiency, and pollutant emission levels, optimize the allocation of energy resources, promote the concentration of energy factors to high-quality projects, enterprises, and industries, and resolutely put an end to "one-size-fits-all" restrictions on enterprise electricity consumption in the name of energy conservation and "double carbon".

Promote centralized planning and unified development, explore new management technologies and market operation models conducive to the development and utilization of geothermal energy, and promote the construction of large-scale geothermal heating demonstration zones in Zhengzhou and Kaifeng. By 2025, the total consumption of renewable energy will reach about 47 million tons of standard coal.

We will increase the proportion of renewable energy consumption. We will strengthen the flexibility and regulation capacity of the power system, improve the ability to adapt to a high proportion of renewable energy, accelerate the construction of pumped storage power plants, and vigorously promote the flexibility of thermal power generation. Encourage wind power and photovoltaic power generation projects to deploy energy storage facilities, and improve the power prediction level of new energy power generation projects.

Henan Province 2024-2025 energy conservation work plan

In the first three years of the "14th Five-Year Plan", with the joint efforts of all localities and departments, the province's energy intensity reduction target basically reached the target schedule. However, we must clearly see that the trend of industrial structure in our province has not been fundamentally changed, the low rate of energy and resources production, and the low level of energy efficiency in high-energy industries are prominent, and the situation of energy conservation in the later period of the "14th Five-Year Plan" is grim and the task is arduous. In order to implement the national plan for strengthening energy conservation, implement the requirements of the "Fourteenth Five-Year Plan" Comprehensive Work Plan for energy Conservation and Emission Reduction in Henan Province, do a better job in energy conservation at a higher level and with higher quality, improve the control of total energy consumption and intensity, strengthen the guarantee of high-quality development energy, and promote the completion of the "Fourteenth Five-Year Plan" binding targets for reducing energy intensity, this work plan is formulated.

I. General requirements

(1) Guiding ideology.  Improve incentive measures, promote energy conservation and efficiency in the whole society, ensure the completion of the province's "14th Five-Year Plan" binding targets for energy intensity reduction, and lay a solid foundation for the province to achieve the goal of carbon peak carbon neutrality on schedule.

6. Building energy conservation and efficiency improvement. We will comprehensively raise the level of green and low-carbon buildings, promote green and low-carbon construction, actively promote ultra-low energy buildings, and encourage all localities to explore the development of near-zero energy and zero-carbon buildings. Implement the "Green Building Regulations of Henan Province", actively develop star-rated green buildings, large public buildings and office buildings of national and provincial organs, etc. in accordance with the green building standards of one star and above, and encourage all localities to provide higher star-rated green building construction requirements in light of the actual situation. 7. Promoting energy conservation and efficiency improvement in transport. Promote the "transit rail" and "transit water" of goods transport, and give play to the comparative advantages of railways and waterways. Accelerate the construction of special railway lines, promote logistics parks and ports to open up the "last kilometer" of railway transportation, and strive to reach more than 85% of large industrial and mining enterprises with an annual cargo volume of more than 1.5 million tons and the proportion of railway special lines in new logistics parks. We will innovate green freight transport models and improve the intensive use of logistics resources. 8. Implementing actions to save energy and improve efficiency in public institutions. 9. Deepening actions to conserve energy and increase efficiency in key energy use units. Implementation of energy efficiency benchmarking management, improve energy efficiency as the core of key energy-using units energy-saving target responsibility system, reasonable allocation of energy management posts and personnel, continue to carry out special verification of energy efficiency levels, regular release of energy efficiency benchmarks in key areas, and a comprehensive understanding of the energy efficiency of major products and energy-using equipment. 10. Resolutely curb the blind launch of projects with high energy consumption, high emission and low level of production. The standard "two high" projects will be reviewed jointly, and strictly check the aspects of industrial planning, industrial policy, environmental impact assessment approval, energy conservation review, and land use planning. Implement the relevant provisions of the "Measures for the Review of energy conservation of Fixed Asset Investment Projects", in accordance with the principle of "high is not low", strict project energy efficiency control, the energy efficiency of the main products of industrial new projects must meet the domestic benchmark level or advanced level, and the key energy use equipment must meet the advanced level of energy efficiency or a level of energy efficiency standards. Strict governance of illegal energy use, non-approved construction of illegal "two high" projects should be paid to purchase energy indicators. Dynamically update the list of projects to be put into production in the "14th Five-Year Plan", accurately grasp the project energy consumption, energy efficiency level, production timing, etc. We will monitor and warn key industries with overcapacity or expected overcapacity, strictly implement policies such as capacity replacement, and avoid homogenization and low-level duplication of construction. 19. Strengthening supervision over energy conservation. We will implement the requirements of the state for establishing and improving an energy conservation supervision system, encourage local governments to strengthen energy conservation law enforcement capacity building, and strengthen personnel and funding guarantees. Build a digital and intelligent management platform for energy conservation and carbon reduction in Henan Province, and improve the digital and intelligent level of energy conservation and carbon reduction management.
