Recently, Shandong Provincial Development and Reform Commission, Shandong Provincial Energy Bureau issued the "Province's Energy Green low-carbon transformation pilot implementation plan", with the county as the basic unit, focusing on energy development bottlenecks and institutional obstacles, to explore new models, new paths, new mechanisms of energy transformation, put forward ten main tasks.

(1) Accelerating the development of wind power and photovoltaic power generation. This part proposes to optimize the development structure of wind power, steadily and orderly promote the development and construction of onshore wind power, actively promote the development and utilization of industrial and commercial and household photovoltaic, promote the integrated application of photovoltaic power generation and buildings, and create a new model of local and nearby consumption.

(2) Developing other renewable energy sources according to local conditions. This part proposes to accelerate the promotion of shallow and deep geothermal energy heating (cooling), steadily promote biomass cogeneration, accelerate the industrialization of non-electric utilization such as biological natural gas, and improve the utilization efficiency and benefit of biomass energy.

3. Exploring and promoting demonstrations for the comprehensive utilization of nuclear energy This part proposes to vigorously promote the synchronous design, synchronous construction and synchronous operation of cogeneration of nuclear power units, promote the whole county system and cross-county and long-distance nuclear heating pilot, and create a county "zero carbon" heating city.

(4) Building a smart grid that ADAPTS to green and low-carbon energy transformation. This part proposes to improve the bearing capacity and flexibility of the distribution network to accept new energy and diversified loads, and promote the power grid to adapt to the large-scale centralized new energy and the development of large-scale distributed energy. We will explore the development of smart microgrids and improve our capacity to absorb new energy.

(5) Expand the scale of direct application of renewable energy terminals. This part proposes to strengthen the direct use of renewable energy power generation terminals and diversify the scale of non-electric use, accelerate the promotion of non-electric use of renewable energy, and gradually expand the application field.

(6) Improving energy storage coordination capabilities. This part proposes to accelerate the development of new energy storage, carry out the large-scale application of mature energy storage technologies, accelerate the flexibility transformation of coal power units, and promote the participation of electric vehicles, distributed energy storage, and interruptible loads in peak regulation.

(7) Promote the construction of rural charging infrastructure. This part proposes to accelerate the orderly extension of urban charging service network to towns and cities, and promote the realization of full coverage of public charging stations in towns and cities.

8. Enhancing innovation capacity in energy science and technology. This part proposes to continuously improve the technical level and promotion and application of comprehensive development and utilization of wind power, photovoltaic power generation, geothermal energy, biomass energy, nuclear energy, etc. We will accelerate the integrated development of information technology and energy industries, and promote research on new types of energy storage and hydrogen energy.

9. Accelerating the coordinated development of energy supporting industries. This part proposes to further enhance the leading and supporting role of scientific and technological innovation in energy technology and equipment, support the development of superior quality resources and the integrated and coordinated development of equipment manufacturing industry, transform resource advantages into industrial advantages and economic advantages, and strive to promote the high-quality development of county economy.

10. Guiding the formation of green and low-carbon lifestyles. This part proposes to promote the formation of a simple and moderate, green and low-carbon, civilized and healthy lifestyle, accelerate the application of new energy vehicles in the public sector, vigorously promote green consumption, and promote green and low-carbon products.

Provincial energy green low-carbon transformation pilot implementation plan

In order to deepen reform and innovation in the energy field, fully stimulate the initiative and creativity of county development, promote breakthroughs in key areas, and serve the construction of a new energy system, the implementation plan is formulated as follows:

I. General requirements

(1) Guiding ideology.  Focusing on the bottlenecks and institutional obstacles in energy development, with reform and innovation as the driving force and counties as the basic units, we will actively explore new models, new paths and new mechanisms for energy transformation, strive to promote the transformation of energy production and consumption patterns, and lead the green, low-carbon and high-quality development of energy.

(2) Basic principles

-- Ecological priority, green first. Firmly establish and practice the concept that green water and green mountains are gold and silver mountains, adhere to the direction of green and low-carbon development, vigorously develop clean energy, continuously optimize the energy structure, and effectively reduce the cost of resources and environment for development.

-- Making overall plans in accordance with local conditions. Based on energy and resource endowments and focusing on energy needs for economic and social development, we will advance the development of wind, solar, nuclear, geothermal and other resources in a coordinated manner, achieve multi-energy integration and clean substitution, and raise the level of comprehensive energy development and utilization.

-- Innovation-driven and coordinated development. We have always placed innovation at the core of energy development, continued to improve innovation capabilities in key core technologies, deepened innovation in governance systems and mechanisms, fully stimulated internal driving forces, and created new driving forces and new advantages in energy development.

-- Government guidance and market operation. Promote a better combination of competent government and effective market, give full play to the decisive role of the market in resource allocation, build a fair and open energy market system with orderly competition, and create an external environment conducive to transformation and development.

(3) Main objectives. Through pilot construction, a number of key projects and demonstration projects with large investment scale, high technical level and strong driving role will be laid out, and a number of new mechanisms, new models and new paths for energy transformation and development will be formed. By 2025, the comprehensive development and utilization level of non-fossil energy in pilot units will be greatly improved, the energy support and security capacity will be significantly enhanced, and the province's top ten counties for energy green and low-carbon transformation will be selected.

Ii. Pilot tasks

(1) Accelerating the development of wind power and photovoltaic power generation. Optimize the development structure of wind power, take offshore wind power as an important field to expand the development space of renewable energy, and scientifically promote the large-scale development of offshore wind power. We will coordinate the requirements for ecological protection and land resources, and steadily and orderly promote the development and construction of onshore wind power. Encourage the construction of "self-use, surplus electricity online" decentralized wind power projects to create a new model of local consumption. Combined with the county's large-scale development pilot of rooftop distributed photovoltaic, actively promote the development and utilization of industrial and commercial and household photovoltaic, and promote the integrated application of photovoltaic power generation and buildings. Promote the integrated development of photovoltaic power generation with agriculture, aquaculture, and ecological environmental governance, and lay out a number of "photovoltaic +" comprehensive utilization demonstration zones.

(2) Developing other renewable energy sources according to local conditions. Centering on the "one base and two demonstrations" geothermal energy development layout, we will scientifically demarcate areas suitable for the development of geothermal resources, accelerate shallow and medium to deep geothermal energy heating (cooling) on the basis of good groundwater protection, build a number of "geothermal energy +" demonstration projects, comprehensively improve the development scale and utilization level of geothermal energy, and promote clean heating and coal and carbon reduction. Focusing on the energy recycling and clean utilization of biomass resources, we will steadily promote biomass cogeneration, accelerate the industrialization of non-electric utilization such as biological natural gas, and improve the utilization efficiency and benefits of biomass energy.

3. Exploring and promoting demonstrations for the comprehensive utilization of nuclear energy Relying on the construction of Jiaodong Peninsula nuclear power base, vigorously promote the synchronous design, synchronous construction and synchronous operation of cogeneration of nuclear power units, in accordance with the idea of "pilot first, from easy to difficult, from near to far", overall planning of nuclear energy heating layout and application scenarios at the county level, and actively promote the whole county system and cross-county and long-distance nuclear energy heating pilot. We will promote the use of nuclear energy for heating instead of fossil energy in areas where conditions exist, and build "zero-carbon" heating cities at the county level. Actively explore nuclear energy small reactor technology research and application demonstration, to achieve the supply of industrial steam to the surrounding large industrial parks (enterprises). We will actively promote research on seawater desalination and hydrogen production by nuclear energy.

(4) Building a smart grid that ADAPTS to green and low-carbon energy transformation. With the power grid as the basic platform, we will enhance the ability of optimizing the allocation of power system resources, improve the intelligence level of the power grid, and promote the power grid to adapt to the development of large-scale centralized new energy and distributed energy in a large amount and a wide range. We will expand and upgrade distribution networks, promote the construction of smart and active distribution networks, and increase the capacity and flexibility of distribution networks to accept new energy sources and diversified loads. Explore the development of smart microgrids that absorb new energy, achieve compatibility and complementarity with large power grids, and improve the capacity of absorbing new energy.

(5) Expand the scale of direct application of renewable energy terminals. Strengthen the direct use of renewable energy power generation terminals and diversify the scale of non-electricity use, and take multiple measures to improve the use of renewable energy. Encourage the planning of integrated construction of new energy power generation and public infrastructure such as airports, high-speed rail stations and sports stadiums. Support the development and construction of distributed new energy projects in qualified industrial parks, modern industrial parks, and agricultural product processing bases. Promote the direct supply of green electricity, encourage industrial enterprises to develop and utilize renewable energy sources nearby, and increase the proportion of green electricity use. We will accelerate the non-electric use of renewable energy and gradually expand its application areas.

(6) Improving energy storage coordination capabilities. Accelerate the development of new energy storage, improve the power system regulation capacity and security capabilities, and promote the consumption of new energy and capacity support. We will carry out large-scale application of mature technologies such as flow batteries and sodium-ion batteries, promote the application of thermal energy storage technologies such as molten salt heat storage and solid heat storage, and promote the implementation of various application scenarios such as "energy storage +", virtual power plants, and distributed energy storage. Accelerate the flexibility transformation of coal power units, promote the participation of electric vehicles, distributed energy storage, interruptible load in peak regulation, and deeply explore all kinds of peak regulation resources.

(7) Promote the construction of rural charging infrastructure. Accelerate the orderly extension of urban charging service networks to towns and villages, and give priority to supporting the construction of public charging infrastructure in rural areas with high population concentration, large vehicle flow, and well-supported power grids. In accordance with the principle of "fast and slow complementing each other and adapting to local conditions", charging infrastructure should be rationally configured to promote full coverage of public charging stations in towns and villages. Encourage the existing and new public charging piles to access the Shandong charging infrastructure information public service platform, and strive to ensure that the platform access rate is not less than 90%.


8. Enhancing innovation capacity in energy science and technology. We will consolidate the advantages of technology and equipment in the field of non-fossil energy, and continue to improve the technical level and application of comprehensive development and utilization of wind power, photovoltaic power generation, geothermal energy, biomass energy, and nuclear energy. We will raise the level of technology for clean and efficient use of fossil energy, and strengthen research and application of flexible and efficient coal-fired power generation technologies. We will promote research on new energy storage and hydrogen energy technologies. We will accelerate the integrated development of information technology and the energy industry, promote the digital upgrading of the energy industry, and strengthen the promotion and application of new technologies such as next-generation information technology, artificial intelligence, cloud computing, blockchain, the Internet of Things, and big data in the energy sector.

9. Accelerating the coordinated development of energy supporting industries. We will increase support for key areas, and attract and cultivate high-quality enterprises with outstanding advantages such as comprehensive strength, innovative vitality, digital level, green, low-carbon and high efficiency. We will further strengthen the leading and supporting role of scientific and technological innovation in energy technology and equipment, and comprehensively improve the modernization of the energy industry chain. Support the development of superior and high-quality resources and the integrated and coordinated development of the equipment manufacturing industry, transform resource advantages into industrial advantages and economic advantages, and strive to promote the high-quality development of the county economy.

10. Guiding the formation of green and low-carbon lifestyles. Expand the breadth and depth of green and low-carbon publicity and education, make full use of the news media and the Internet, carry out various forms of publicity activities, enhance the people's awareness of conservation, environmental protection and ecological awareness, and promote the formation of a simple, moderate, green, low-carbon, civilized and healthy lifestyle. Advocate green travel modes such as bicycles and public transportation, and accelerate the application of new energy vehicles in the public sector. We will vigorously promote green consumption and promote green and low-carbon products.

Third, safeguards

1. Strengthening organization and coordination. The Provincial Energy Bureau coordinated the pilot construction work, established a regular contact mechanism, and strengthened scheduling and daily guidance. Municipal energy authorities should establish a working mechanism for municipal overall planning and county implementation, refine work measures, closely track the construction of the pilot, and promote the solid and effective implementation of the pilot work. Each pilot unit should actively plan to accelerate the construction progress and ensure the quality of construction.

2. Improving supporting policies. Encourage the head enterprise to explore innovation, give full play to its leading role. We will strengthen support for private enterprises and support and guide private capital to participate in the development and construction of pilot projects. According to the unified arrangement of new energy storage projects, the project declared by the pilot unit will not occupy the quota of the city after being summarized and submitted to the Provincial Energy Bureau by the municipal energy authority.

(3) Summarizing and popularizing experience. Municipal energy authorities report the pilot construction to the provincial Energy Bureau every six months. After the expiration of the pilot, the pilot unit should comprehensively summarize the experience and practice, the implementation effect, and form a summary report, which will be reviewed by the municipal energy authority and reported to the Provincial Energy Bureau. Promote good experience and practices in the province, and recommend the application of relevant national pilot projects.
