Located in Yantai City, Shandong Province, Changdao is a national forest park and nature reserve with unique forest green carbon and Marine blue carbon resources endowment. On February 9 this year, the Yantai Municipal Government officially issued the "Long Island International Zero Carbon Island Development Plan (2023-2035)", based on the development and protection of land, sea and coastal zones of Long Island, and proposed three stages, four spatial layouts, and six major tasks.

The three-stage goal is to establish a carbon emission as the core indicator system in 2027, 2030 and 2035. By 2027, the construction of the international zero carbon island has achieved initial results, and greenhouse gas emissions will be reduced by 20% on the basis of taking the lead in achieving carbon peak in 2023. By 2030, the green and low-carbon development of leading industries represented by ecological fisheries and ecotourism will take shape, and the decoupling of economic growth and carbon emissions will be steadily achieved. By 2035, China will build a high-quality international zero carbon island and achieve net zero greenhouse gas emissions in the whole region.

The four major spatial layouts are "north increase, South excellent, internal introduction and external connection". Beizeng, with the northern five Islands region as the main body, with the "three increases" of ecology, industry and green energy as the goal, to build a zero carbon value-added ecological conservation area in the north. With the South Five Islands region as the main body and the "three advantages" of carbon sink, tourism and governance as the goal, the southern carbon reduction and pollution reduction optimization development area is built. Internal introduction, break through the ecological restrictions of Long Island, strengthen the off-island hematopoietic expansion, and build an enclave industrial park. Promote the simultaneous cooperation between the zero carbon construction of Long Island and the national and global zero carbon construction, and build an international cooperation and exchange meeting room.

The six major tasks mainly include building a domestic leading zero-carbon "blue granaries" to build a model of Changdao, building a world-class zero-carbon tourism destination with distinctive characteristics and wide international influence, building a green energy system dominated by off-island electricity generation, supplemented by clean energy generation on the island, and promoting interconnection between sea and land. Promote the comprehensive green transformation of the economy and society in green transportation, zero-carbon buildings, low-carbon life, etc., build a land and sea integrated carbon sequestration and sequestration system for forestry carbon sequestration, blue carbon sequestration and Marine carbon accounting, and expand international cooperation channels and communication channels in multiple dimensions.

At a press conference held by the Yantai Municipal Government Information Office on February 27, Qin Song, director of the Yantai Coastal Zone Research Institute of the Chinese Academy of Sciences, said that it is expected that by 2035, the land and sea overall carbon sequestration capacity of Changdao will reach 131,100 tons, which is of great significance for realizing the goal of building an international zero carbon island of Changdao and promoting net zero greenhouse gas emissions in the whole region.

Qin Song also mentioned that the Long Island Marine carbon sink enhancement project is closely related to the construction of "blue granary".
