Liaoning: Green building standards will be fully implemented for new urban buildings by 2025

A few days ago, the "14th Five-Year Plan" building Energy efficiency and Green Building Development Plan of Liaoning Province (hereinafter referred to as the "Plan") was issued, proposing that by 2025, new urban buildings in Liaoning Province will fully implement green building standards, star-rated green buildings will account for more than 30%, and the renewable energy replacement rate of urban buildings will reach 8% and other goals. It aims to promote green and low-carbon development in urban and rural construction, and help achieve carbon peak and carbon neutrality.

The "Planning" clearly states that it is necessary to promote the healthy development of green buildings and establish a green building system of "prefabricated + ultra-low energy consumption + healthy buildings". We will raise the energy efficiency level of new buildings, raise the mandatory energy efficiency standards for new civil buildings in cities and towns by stage, type, and climate zone, focus on raising the energy saving performance requirements for key components such as building doors and Windows, and promote regional thermal insulation systems for buildings with strong adaptability, high fire protection levels, and good thermal insulation performance. We will strengthen energy efficiency renovation of existing residential buildings, and refrain from large-scale and cluster demolition of existing buildings, except for illegal buildings and buildings that have been identified as dangerous and have no value for maintenance and preservation.

At the same time, the operation supervision and energy-saving renovation of existing public buildings are promoted, and no less than 14 energy-saving renovation projects of existing public buildings are carried out in the province every year. Accelerate the optimization of building energy structure, by 2025, new public institution buildings, new factory roof photovoltaic coverage strive to reach 50%. Promote the application of green building materials, guided by the needs of building energy conservation, green buildings and prefabricated buildings, and with standardization, modeling, partization and integration as the core, develop the core technology of green building materials production and application. Promote the industrialization of new buildings, carry out pilot demonstrations of prefabricated buildings, give play to the leading role of Shenyang and Dalian as state-level prefabricated building demonstration cities, and promote the development of prefabricated buildings in small and medium-sized cities.

Focusing on safeguard measures, the "Plan" proposes to strengthen organizational leadership, clarify work objectives, and form joint efforts. We will improve assessment and evaluation, inform and criticize those areas that fail to implement their target responsibilities and lag behind in implementation, and commend those areas that exceed their targets. Implement incentive policies, carry out the construction of provincial urban and rural green development pilot cities, provincial finance through existing funding channels to take the form of awards to provide support for the construction of major projects in pilot cities, key common technology research and development demonstration application.
