Recently, the Shenzhen Housing and Construction Bureau issued a notice on the issuance of the "Shenzhen Green Building Identification Management Measures" (hereinafter referred to as the "Management Measures").

The "Management Measures" consists of four chapters and 25 chapters, which comprehensively deploy related work from the selection of green building standards, the scope of declaration, the declaration process, and the management of signs.

The first is to clarify the standards based on green building identification. The evaluation basis of green building identification is determined to be the green building identification of new civil buildings in accordance with the "Green Building Evaluation Standard" (GB/T50378), and the green building identification of industrial buildings in accordance with the "Green Industrial Building Evaluation Standard" (GB/T50878); The identification of green building marks for existing building renovation projects shall be carried out in accordance with the Evaluation Standards for Green Reconstruction of Existing Buildings (GB/T51141).

The second is to clarify the acceptance agencies of green building identification evaluation. It is clear that the municipal housing construction department is responsible for formulating and improving the management system of green building identifications in this city, identifying and awarding one-star green buildings, and promoting the identification of two-star and three-star green building identifications in accordance with the relevant provisions of the State and Guangdong Province; Establish Shenzhen green building identification management information system, and establish a sharing mechanism with Guangdong green building information platform.

The third is to clarify the mandatory scope and declaration time of green building sign evaluation. The "Administrative Measures" clearly define the new state organ office building projects in the administrative area of the city, financial funds to participate in the investment and construction of large public building projects, project construction units, operating units or owner units should declare the corresponding star green building logo within the specified time. The construction projects that declare the one-star and two-star green building marks shall be declared within 2 years after the completion acceptance record, and the construction projects that declare the three-star green building marks shall be declared within 3 years after the completion record.

The fourth is to clarify the basic conditions for the declaration of green building signs in Shenzhen. The premise of Shenzhen green building project declaration mark is to pass the construction project completion acceptance and complete the record, meet the relevant national and local green building laws and meet the requirements of the national green building evaluation standards.

The fifth is to clarify the supervision requirements of the identified project.
