How to achieve economic development and environmental protection go hand in hand, and how to walk out of a win-win road that has both "gold content" and "green content" has become a topic of concern and reflection for many deputies.

Combined with the suggestions of the whole Sichuan delegation and the joint proposal of the members of the CPPCC National Committee living in Sichuan this year, the reporter interviewed a number of representatives.

Sichuan has both foundation and support to build a pilot zone

"Building a beautiful China pilot zone is a concrete action to keep in mind the earnest exhortations of the General Secretary, coordinate development and protection, and better promote high-quality development, Sichuan has both foundation and support." Since ancient times, Sichuan has been a land of beautiful mountains and rivers, outstanding people, an important ecological barrier in the upper reaches of the Yangtze and Yellow Rivers, and a key area for global biodiversity conservation." The views of Dong Li, deputy secretary of the Guangyuan Municipal Party Committee and mayor of the National People's Congress, have been recognized by many deputies.

"Sichuan plays an important role in the national ecological security pattern, but it is also a big province with a large economy, population and resources, and a strategic hinterland for China's development." At this year's National Two Sessions, members of the CPPCC National Committee prepared 31 joint proposals, of which the proposal on Building a beautiful China Pilot Zone was signed by a number of members.

"Comprehensively promoting the building of a beautiful China is a major decision made by the CPC Central Committee in the new era." Chu Liangyin, a member of the CPPCC National Committee, vice chairman of the Sichuan Provincial Committee of Jiusan Society and vice president of Sichuan University, said he has been paying attention to this field. In recent years, Sichuan has attached great importance to the systematic and scientific construction of ecological civilization and ecological environmental protection, and carried out various forms of beauty practice, creating a strong atmosphere of jointly building and sharing a beautiful Sichuan. In 2022, the provincial Party Committee and the provincial government issued the Outline of the Strategic Plan for the Construction of Beautiful Sichuan (2022-2035), which is the first local plan for the construction of Beautiful China in the West and the fourth in the country. This is encouraging." Chu Liangyin said.

In this joint proposal, it is proposed to support Sichuan to build a beautiful China pilot zone at the national level, and give slanted support in terms of policy innovation, capital projects, and pilot demonstrations. Members are of the view that building a beautiful China is a systematic project, which needs to take into account the different characteristics of different regions and different sectors. It is necessary to properly address the current problems of weak links and weaknesses, and give full play to the characteristics and roles of different departments and entities.

Try to find the "beauty of each" experience first

The "Proposal on Building a Beautiful China Pilot Zone" also suggests that we should give a first try in beautiful counties, beautiful villages and beautiful rivers and lakes, provide support and guidance in the construction of beautiful cities, and promote the construction of green, low-carbon and high-quality livable places for life.

In fact, Sichuan is already exploring. Last year, Sichuan identified 15 counties (cities) as the pilot counties (cities) for the construction of beautiful Sichuan in 2023. In January this year, the forum on the construction of beautiful Sichuan Leading counties was held in Miyi County, Panzhihua City. In order to accelerate the construction of beautiful Sichuan, 15 pilot counties (cities) for the construction of beautiful Sichuan summarized and exchanged the experience and practice of "each beauty has its own beauty".

Wang Yonglan, a member of the National People's Congress from Miyi County, Panzhihua City, is proud of the Party branch secretary and village committee director of Dushu Village, Puwei Town, Miyi County. In Wang Yonglan's mind, beautiful countryside is a microcosm of beautiful China. "Our goal is to have a good infrastructure, a pillar industry, a road to prosperity, a harmonious neighborhood and a positive village." Wang Yonglan told reporters that last year, the per capita disposable income in the village exceeded 30,000 yuan, the tourism industry was booming, and the integration of agriculture, culture and tourism was remarkable. "In the next step, we need to work hard on transportation and other infrastructure, and at the same time, we look forward to more low-carbon technology guidance in the process of rural construction in Harmony." Wang Yonglan said that it is hoped that the country can carry out the construction of zero-carbon building pilot cities and green low-carbon pilot cities, and quickly accumulate a number of green development experience suitable for different types of cities and villages, and serve urban renewal and rural revitalization.

"Guangyuan is an ecological barrier and important water conservation area in the upper reaches of the Jialing River. We have summarized and analyzed the implementation of Guangyuan's '14th Five-Year Plan' for ecological environmental protection." Dong Li said that "carbon reduction", "pollution reduction", "green expansion" and "growth" will be the four key words of Guangyuan's next action. In terms of carbon reduction, Guangyuan will further promote clean energy substitution and increase the promotion and application of advanced technologies for energy saving and carbon reduction; In terms of pollution reduction, five landmark battles will be fought to prevent and control air pollution, control the water environment of small river basins, improve environmental protection infrastructure, control pollution of livestock and poultry breeding, and control the ecological environment of mines. "In addition, we will foster new forms of business and new drivers of green and environmental protection industries, and strive to push the proportion of clean energy consumption to more than 65 percent."
