The policy supports the intelligent production of green building materials

Recently, the Ministry of Industry and Information Technology and other ten departments issued the "Green building materials industry high-quality Development Implementation plan" clearly, by 2026 green building materials annual revenue of more than 300 billion yuan, 2024 to 2026 annual growth of more than 10%. Key tasks include accelerating intelligent production methods, deepening green building materials to the countryside, guiding green consumption, and improving the standard system.

Cultivate characteristic industrial clusters

It is clear that by 2026, a total of more than 30 characteristic industrial clusters will be cultivated, more than 50 green building materials application demonstration projects will be built, government procurement policies will be implemented in no less than 100 cities, green building materials product certification will reach 12,000, and the ability of green building materials to lead the high-quality development of building materials and ensure the improvement of building quality will be further enhanced. By 2030, the level of "energy saving, emission reduction, low-carbon, safe, convenient and recyclable" in the whole life cycle of green building materials will be further improved, and a number of internationally well-known green building materials manufacturers and product brands will be formed.

The key tasks proposed by the "plan" include: accelerating the intelligent production mode, promoting the coordination of industrial development, deepening the green building materials to the countryside, guiding green consumption, optimizing the innovation mechanism, improving the standard system, and strengthening the certification support.

In terms of promoting the synergy of industrial development, accelerate the cultivation of green building materials industry clusters, encourage conditional regions to combine local resource endowments and market demand, adapt to local conditions and industry layout, develop green building materials clusters with characteristics, and build green industrial chain and supply chain. We will support local governments in promoting the construction of new industrial demonstration bases focusing on green building materials. Encourage the establishment of coupled development of green building materials parks in areas where industrial solid waste such as tailings, waste rock, waste slag, industrial by-product gypsum and agricultural solid waste are concentrated, and encourage the creation of "waste free parks".

At the same time, cultivate comprehensive green building materials enterprises with strong core competitiveness and large driving role, and give full play to its leading role in product innovation, technological research, factor aggregation, upstream and downstream collaboration, and ecological construction. Strengthen the cultivation of small and medium-sized enterprises, and support the cultivation of single manufacturing champions in the fields of wall materials, decorative decoration materials, door and window products, waterproof and insulation materials, etc.

Promote the upgrading of building materials products

The Plan proposes to strengthen comprehensive measures such as process upgrading, energy substitution, energy conservation and consumption reduction, and resource recycling to achieve a double reduction in pollutants and carbon emissions. We will carry out technological transformation, promote the construction of ultra-low emission facilities in the cement industry in an orderly manner, continue to issue technical guidelines for carbon emission reduction in subdivided industries, and support key industries such as cement, flat glass, building sanitary ceramics, glass fiber and products to carry out integrated applications of energy saving and carbon pollution reduction technologies.

According to the research report of Xinda Securities, the main channels for carbon reduction in building materials include four aspects: substitution, optimization of production technology, optimization of energy use, and reduction of unit consumption. Production process emissions account for more than 50% of the building materials industry's total CO2 emissions, so raw material substitution is critical.

In terms of optimizing the energy use structure, the "plan" clearly promotes the clean energy replacement of existing coal-fired self-owned power plants (boilers), steadily promotes the conversion of existing industrial kilns using highly polluting fuels to industrial waste heat, electric energy, natural gas, etc., improves the utilization ratio of renewable energy such as solar energy and wind energy, and improves the level of terminal energy use electrification. Encourage the application of alternative energy sources such as hydrogen energy, biomass fuel and waste derived fuel in industrial kilns such as cement. Promote cleaner production, encourage enterprises to control resource consumption at the source, improve resource utilization efficiency, and reduce waste emissions.

Accelerate the intelligent production mode. Continue to promote the development of intelligent manufacturing in the building materials industry, accelerate the deep integration of the whole industrial chain of green building materials with a new generation of information technology, and promote the intelligent production, large-scale customization, and service extension of green building materials. Accelerate the integration of green building materials industry and industrial Internet system, encourage backbone enterprises to build a network collaboration platform connecting upstream and downstream enterprises, promote data interoperability and logo analysis, and achieve resource sharing, collaborative manufacturing and collaborative services.

Promote the upgrading of building materials products, accelerate the development of low-carbon and manufactured basic raw materials such as cement and flat glass, the composite and lightweight development of building materials such as wall materials and thermal insulation materials, and the functional and assembly development of decorative decoration materials such as top wall materials and decorative panels. Focusing on the needs of low carbon zero carbon negative carbon engineering and green low-carbon construction, the development of new low-carbon cementing materials, low (no) volatile organic matter (VOCs) content materials, phase change energy storage materials, carbon fixation materials, solid waste cementing materials and other new green building materials.

More green building materials are sent to the countryside. Research to further enrich and improve the activities of green building materials to the countryside, and explore the transformation from "green building materials products" to "green building materials system solution supplier + characteristic rural construction service provider" to the countryside. Support all localities to guide production enterprises, e-commerce platforms, stores and shopping malls to participate in the activities, and encourage key production enterprises to develop online and offline preferential promotion measures to provide consumers with more cost-effective products. We will support local governments to build demonstration projects based on local conditions and local materials, strengthen typical demonstrations and characteristic demonstrations, promote new construction methods in combination with the construction of modern livable rural housing, energy-saving renovation of rural housing, modern agricultural facilities and other projects, cultivate green building materials system solution suppliers, and promote green building materials to help improve the quality of rural housing. Encourage all localities to build a number of characteristic rural construction service providers suitable for local rural consumers according to the characteristics of rural buildings in different regions.
